Forney's Housing

Forney is the largest city in Kaufman County. It sits on US 80 east of Dallas and southeast of Lake Ray Hubbard, which was once called Forney Lake. The Texas Legislature named Forney the Antique Capital of Texas. The population was 5,588 in 2000, 14,661 in 2010 and 23,455 in 2020. Of about 10,400 housing units, 77 percent were built in 2000 or later, and half of those date from the 2010s. Fewer than 8 percent predate 1980. Those older frame and brick houses sit around the original downtown grid of Main, Broad and Bois D'Arc streets.

The typical Forney house is a 2010s brick-front production home on a slab, one or two stories. It has an open kitchen and living area, a small master bath, carpet everywhere but the wet areas, and a two-car garage. These houses were built fast and finished to a budget. Remodel work is finish upgrades and added space, not structural repair.

Neighborhoods

Confirmed Forney subdivisions include Fox Hollow and The Villages of Fox Hollow, Trails of Chestnut Meadows, Gateway Parks, Diamond Creek, Grayhawk, Park Trails, Brookville Estates, Mustang Place, Eagle Ridge, Skyline Estates, South Lake Estates and the homes along Overland Grove Boulevard. Several large master-planned communities with Forney addresses lie outside the city limits in unincorporated Kaufman County. These include Windmill Farms, Devonshire, Travis Ranch and Heartland. That changes who issues the permit.

Downtown Forney along East Main and South Bois D'Arc holds the antique shops, a brewery and the restaurants. This area is inside a Historic Overlay District. The district has its own architectural board that passes on exterior changes. The 1993 National Register listing of the William and Blanche Brooks House on South Center Street is the city's one individually listed house. The Forney Chamber of Commerce is the local business group.

Kitchens, Baths and Floors

A Forney kitchen remodel keeps the open layout and upgrades the finishes in it. Quartz or granite replaces the laminate. A tile backsplash runs to the uppers. A deeper undermount sink goes in. A vent hood ducts outside. Lighting is improved. Cabinets are painted with a sprayed enamel or replaced with soft-close boxes to the ceiling. Islands get extended when the room allows.

Bathroom work is mostly the master. The fiberglass tub-shower or small shower comes out. A tiled walk-in shower with a niche and a glass panel goes in, with a taller vanity and a framed mirror. Flooring work takes carpet out and puts luxury vinyl plank in across the main level. The slab is flattened and sealed first. Moisture under plank on a young slab is a real problem.

Permits in Forney

The City of Forney Building Inspection division of Community Development permits work inside the city limits through the MyGov online system. Contractors register with the city before a permit is issued. The city's residential applications page lists remodeling, roofing and flatwork, accessory structures such as covered patios and pergolas, pools and fences, and electrical work including EV chargers, solar and generators as permitted work. Forney runs on the 2021 International code series plus the 2020 NEC, with regional amendments, in force from the start of 2023. Houses in Windmill Farms, Devonshire, Travis Ranch and Heartland fall under Kaufman County rather than the city.

Garages and Additions

With young houses on small lots, the garage conversion is the most common way to add a room in Forney. The two-car garage becomes a bedroom and bath for a parent, a home office, or a playroom. Work includes insulation under a new subfloor, a mini-split, and the door opening framed and bricked to match. Additions are usually a covered patio or a sunroom off the back. Side setbacks leave little room to build out. Interior painting and exterior updates such as a new front door, shutters and cedar accents round out the list. Along US 80 the retail and office shells take commercial finish-outs for new tenants.

Common Questions

Can luxury vinyl plank go straight onto the slab in a 2018 Forney house?
Only after the slab is checked for moisture and flatness. Young slabs still give off moisture. Plank laid over a damp slab cups and lifts at the seams. A moisture test comes first. A sealer or vapor barrier goes down where the reading is high. Grinding or self-leveler handles the high and low spots. Then the plank floats or glues down.
My house has a Forney address but is in Windmill Farms. Who issues the permit?
Kaufman County, not the city. Windmill Farms, Devonshire, Travis Ranch and Heartland are outside the Forney city limits. The county's Development Services office handles septic and development permits. Its fire marshal issues building permits for new structures and substantial improvements. HOA architectural approval still applies.
Does a garage conversion in Forney have to keep a parking space?
The city permits it as residential remodel work and checks the plan against its zoning rules. Those rules set off-street parking requirements by district. Most Forney subdivisions have a driveway long enough for two cars, which satisfies the parking count. HOA covenants in some neighborhoods are stricter than the city on this.
Why is the master shower in a 2012 Forney house so small, and can it get bigger?
Production builders fit a 36-inch fiberglass shower and a garden tub into the same footprint to hit a bath count. Removing the tub frees four to five feet. That is enough for a 60-inch tiled shower with a bench. The drain moves a few feet. On a slab that means cutting concrete, and that is routine on these jobs.
