Housing in Rockwall County
Rockwall County was carved out of Kaufman County in 1873. It is the smallest county in Texas by area. About 15 percent of it is under Lake Ray Hubbard. The county seat is Rockwall. Population was 14,528 in 1980, 43,080 in 2000 and 107,819 in 2020. A 2025 estimate is near 141,000. Of roughly 43,600 housing units, 67 percent were built in 2000 or later. Only 2 percent predate 1970.
Housing runs east from the lake. Rockwall and Heath have 1980s and 1990s lake neighborhoods and 2000s subdivisions along Ridge Road and SH 205. Fate and Royse City along I-30 are almost entirely 2010s and 2020s production housing. McLendon-Chisholm and the land south toward FM 550 are one-acre-and-up estate lots. There is very little pre-war housing anywhere in the county outside a few blocks of downtown Rockwall and Royse City.
How Permits Work in Rockwall County
Rockwall, Heath, Fate and Royse City each permit work inside their limits through their own building departments. The City of Rockwall's department is covered on the Rockwall city page. Outside the cities, the Rockwall County Development Services office handles subdivision and development applications, 911 addressing and drainage culverts. Through its Environmental Health Coordinator , it also handles on-site sewage facility permits and inspections. The county fire marshal passes on commercial building projects in the unincorporated area under a county fire code based on the 2015 International Fire Code. A septic approval has to be in hand before that building permit is issued. Houses outside the cities are not inspected to a residential building code by the county. The 1980s and 1990s lake houses in Rockwall and Heath account for the largest jobs. Those jobs include kitchen walls removed and islands built, garden tubs replaced with tiled showers, engineered wood or plank over the slab, and second-story additions or covered outdoor rooms facing the water. In Fate and Royse City, the 2010s houses get finish upgrades and garage conversions. On the estate lots in McLendon-Chisholm and south of Heath, the work is custom homes, detached shops and large additions on septic. Painting and exterior updates such as new windows, entries and stone accents are common on the 1980s houses. Those houses still have their original single-pane aluminum windows and dated brick colors.
Landmarks and Business Groups
The historic Rockwall County Courthouse on East Rusk Street in downtown Rockwall still houses the county judge and commissioners court. The Harbor on the lake below I-30 is the county's dining and entertainment district. The Rockwall Area Chamber of Commerce covers businesses across the county.
